If Vash's hand-written notes from last time were on his personal belongings that would have gone back with him to his ship, then they will still be on his ship when he gets back this time. This also applies to any hand-written notes from this time, should he happen to take any!
But, if those hand-written notes were on, say, pages torn out of a book that was in one of the nooks of the Marsiva, that's not something that would be going back with Vash. So, it won't be available. Notes written on body parts / skin could arguably stay if he used some kind of permanent ink, but it'd probably be pretty fuzzy~
