His name is Bill, and he is from Gravity Falls, A DISNEY CARTOON FOR CHILDREN. His canon point is post-series. He'll be joining the crew of the Golden as a communications officer. He's got a little top hat. Look at his adorable little top hat. That hat is his first and last redeeming quality. He is ten yards of asshole in an eight-inch frame. Please do not trust anything he says.
Incidentally, are you, dear reader, new friend, interested in your character getting personal attention from a magical polygon who likes to expose fears and insecurities for kicks? Then you should amble on over and fill out Bill's Permissions post! I'd appreciate it if you'd check it out either way, actually. I'll be treating a lot of his powers as opt-in only, because they're pretty invasive.
